Amends the Public Utilities Act by adding Section 8-513 to establish when utility payments are officially considered received

Payment receipt date is defined as either the date payment is presented to/arrives at the utility (or its agent/vendor) OR the postmark date for mailed payments

Allows customers to use the postmark date as proof of timely payment, protecting them from late fees due to mail delivery delays

Authorizes the Illinois Commerce Commission to adopt rules to implement the new payment receipt requirements
