Establishes the Geothermal Homes and Businesses Program beginning January 1, 2026, requiring the Illinois Power Agency to include procurement of geothermal renewable energy credits in its long-term renewable resources procurement plan

Defines qualifying geothermal heating and cooling systems as those that exchange thermal energy from groundwater or shallow ground sources, meet Energy Star standards, replace less efficient heating/cooling systems, and became operational on or after June 1, 2017

Creates a block allocation system with three categories (Residential, Commercial, and Public/Environmental Justice), with at least 33% of each annual block reserved for residential systems and 15-year delivery contracts for geothermal renewable energy credits

Requires projects of 285 tons or larger to be built under project labor agreements and subjects all projects to the Prevailing Wage Act, with advanced capital disbursement of at least 40% for residential systems upon qualification

Amends the Illinois Power Agency Act and Public Utilities Act to include geothermal heating and cooling systems in the definition of renewable energy resources and allows electric utilities to recover all costs associated with procuring geothermal renewable energy credits through tariffed charges
