Amends the Illinois Municipal Code Section 11-80-3 regarding municipal authority over streets and public property

Explicitly authorizes municipalities to prevent and remove containers placed by truckers in streets or ditches for the purpose of containing human waste

Expands the existing list of encroachments and obstructions that municipal authorities can address to include these waste containers

Adds "ditches" to the types of municipal property covered under the encroachment removal authority
