Prohibits the knowing manufacture, sale, delivery, holding, or offering for sale of cosmetic products in Illinois containing 24 specified harmful chemicals, including formaldehyde, mercury, certain phthalates, parabens, and 13 specific PFAS compounds

Cosmetic products covered include makeup, hair products, nail products, soaps, lotions, tanning products, and perfumes applied to the human body to clean, change appearance, or protect it

Provides an exemption for products manufactured through processes intended to comply with the Act that contain only technically unavoidable trace quantities of banned ingredients due to impurities, manufacturing, storage, or packaging

Aligns Illinois regulations with European Union cosmetic safety standards under European Parliament and Council Regulation No. 1223/2009

Each banned chemical is identified by its Chemical Abstracts Service (CAS) number for precise identification
