Creates a new license category for dental therapists in Illinois, requiring applicants to be at least 21 years old, complete 3 years at a Commission on Dental Accreditation-accredited dental therapy program, hold CPR certification, and pass a regional clinical examination

Dental therapists may perform specified services including evaluating radiographs, placing space maintainers, performing pulpotomies on primary teeth, dispensing non-opioid medications (including nitrous oxide, anti-inflammatories, and antibiotics), and conducting oral evaluations with treatment planning when authorized by a supervising dentist

Requires dental therapists to operate under a written collaborative management agreement with a supervising dentist that specifies practice settings, populations served, protocols, supervision criteria, emergency plans, and quality assurance measures

Sets license renewal fees at $50 per year for dental therapists (same as dental hygienists), with a 3-year renewal period requiring 36-48 hours of continuing education depending on role

Limits each supervising dentist to collaborative management agreements with no more than 2 dental therapists, in addition to the existing limit of 4 dental hygienists per dentist
