IL HB3430

Creates the Nonconsensual Towing Act establishing a Commercial Vehicle Towing Advisory Committee within the Department of Transportation to regulate towing of commercial vehicles (15,000+ pounds gross weight) without owner consent

Requires the Committee to establish statewide maximum towing and storage rates for nonconsensual tows, ban per-pound billing practices, and publish a Towing Service Standard Manual by January 1, 2026

Prohibits law enforcement officers from receiving compensation or holding financial interests in towing services, and bans towing companies from employing "spotters" who report illegally parked vehicles for towing purposes

Mandates towing services document vehicle condition with at least 4 photographs before connecting to a tow truck, and requires proper signage on private property with the international towing symbol (4x4 inches minimum) before vehicles can be towed

Guarantees vehicle owners reasonable access to retrieve personal property from towed vehicles regardless of payment status, requires all nonconsensually towed vehicles be stored within Illinois, and the Act is set to repeal on July 1, 2030
