Requires the Department of Natural Resources to design, implement, and evaluate up to 3 demonstration projects testing natural flood risk reduction practices in flood-prone areas of Illinois, subject to appropriation

Projects must include engineering and design, materials, construction, pre-construction and post-construction monitoring, and project management

Counties may be required to submit progress reports to the Department summarizing demonstration project results by dates specified by the Department

After project completion, the Department must submit a report to the General Assembly and the Illinois Emergency Management Agency and Office of Homeland Security summarizing results and recommending how state policies or funding could create incentives to protect and restore natural infrastructure and reduce floods

Authorizes the Department to adopt rules implementing the pilot project program
