Amends the Uniform Emergency Volunteer Health Practitioners Act to expand when out-of-state health professionals can practice in Illinois

Allows state-licensed health or mental health professionals with valid licenses from other states or territories to practice in Illinois when operating under the auspices of the American Red Cross, regardless of whether an emergency declaration is in effect

Maintains existing provisions allowing volunteer health practitioners registered with a compliant system and licensed in good standing in another state to practice during declared emergencies

Excludes practitioners whose licenses have been suspended, revoked, restricted, or voluntarily terminated under threat of sanction from receiving protections under the Act
