Employees and volunteers at day care centers, day care homes, and group day care homes must authorize criminal background investigations every 5 years, as required by the federal Child Care and Development Block Grant

Day care facilities may hire employees or volunteers on a probationary basis after receiving a qualifying result from either an FBI fingerprint background check, or an Illinois State Police fingerprint check combined with criminal record checks from each state where the person resided in the preceding 5 years

Probationary employees and volunteers must be supervised at all times by someone who has received full clearance on all background check components until their complete background check is finalized

Regulatory authority transitions from the Department of Children and Family Services (through June 30, 2026) to the Department of Early Childhood (on and after July 1, 2026)

Annual licensing progress reports to the General Assembly must now include the number (not just percentage) of new applications disposed of within 90 days
