Exempts the Illinois Council on Developmental Disabilities from the Open Meetings Act requirement that a quorum be physically present at open meetings

Allows Council members to request permission from the chairperson to attend meetings by video or audio conference

Requires the chairperson to grant remote attendance requests if a member cannot physically attend due to personal illness, disability, or the need to provide care to a family member with a disability

Members attending remotely under these circumstances count toward establishing a quorum

Takes effect immediately upon becoming law
