Amends the Child Care Act of 1969 to clarify that day care homes and group day care homes "may be exempt from licensure" rather than stating they are "not required to be licensed"

Exemption applies to facilities that serve dependent children of military personnel, are located on a military base or federal/government property, and are certified as a child development program by a branch of the U.S. Department of Defense or U.S. Coast Guard

The Department of Defense, Coast Guard, or their agents (including installation commanders) may assume responsibility for monitoring these exempt facilities

Takes effect immediately upon becoming law
