Amends the Illinois Criminal Code's endangering the life or health of a child statute (720 ILCS 5/12C-5) to address swimming pool safety

Allows a trier of fact to infer child endangerment when a pool owner neglects the barrier surrounding their swimming pool in a way that could attract a child under 18 who could fall in and be injured or killed

Applies when a child under 18 actually dies or is injured in the pool owner's swimming pool

Defines "swimming pool" as any artificial basin of water modified, improved, constructed, or installed for swimming, wading, floating, or diving

Existing penalties remain unchanged: Class A misdemeanor for first offense, Class 3 felony for repeat offenses or if violation causes death (2-10 years imprisonment)
