Creates the Naturopathic Medical Practice Act establishing a licensure system for naturopathic doctors (NDs) in Illinois, who would function as primary care providers with scope of practice including physical examinations, ordering lab and imaging studies, prescribing vitamins, supplements, botanical medicines, and homeopathic remedies

Requires naturopathic doctors to graduate from a Council on Naturopathic Medical Education-accredited program, pass professional and jurisprudence examinations administered by the North American Board of Naturopathic Examiners, and work under a written collaborative agreement with a physician unless granted full practice authority

Grants full practice authority (allowing independent practice and prescribing of legend drugs excluding controlled substances) to NDs who have 2 years of practice experience in a state with prescriptive authority, completed a 1-year residency, or completed 100 hours of continuing education plus 2,000 hours of supervised clinical experience

Establishes a 9-member Naturopathic Medical Board (5 naturopathic doctors, 2 physicians, 2 public members) to oversee licensure, continuing education requirements, disciplinary actions, and professional standards

Prohibits naturopathic doctors from performing major surgery, using general or spinal anesthesia, administering ionizing radioactive substances, performing surgical abortions, treating suspected malignant lesions, or performing acupuncture
