Creates a formal apprenticeship pathway to licensure for cosmetologists, barbers, estheticians, and nail technicians as an alternative to graduating from an approved school

Requires cosmetology and barbering apprentices to complete at least 2,250 hours of practical training (including 180 hours of supplemental instruction), while esthetician and nail technician apprentices must complete at least 2,000 hours (including 144 hours of supplemental instruction)

Mandates that all apprenticeship agreements between sponsoring salons/shops and apprentices be approved by the Department of Labor and registered with the U.S. Department of Labor

Apprentices may only provide services under the direct supervision of a licensed professional (cosmetologist, barber, esthetician, or nail technician) with an active license, limited to the scope of practice for which the supervisor is licensed

Adds a new definition of "apprentice" to the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act and requires the Department of Financial and Professional Regulation to establish rules for apprentice registration
