Amends the Freedom of Information Act to explicitly define records containing names of persons on electronic monitoring and the number of times they have violated electronic monitoring terms as "public records"

Requires these electronic monitoring records to be available for public inspection and copying, even when maintained by judicial offices or judicial officials including circuit, appellate, and Supreme Court clerks and judges

Prohibits any exemptions under the Freedom of Information Act from being used to withhold electronic monitoring records containing names and violation counts from public disclosure

Adds a new section to the Unified Code of Corrections (Section 5-8A-10) establishing that electronic monitoring records are public records subject to FOIA disclosure requirements
