Prohibits the Illinois State Police and all other law enforcement or registering agencies from imposing any registration fees on individuals required to register under the Arsonist Registry Act, Sex Offender Registration Act, and Murderer and Violent Offender Against Youth Registration Act

Eliminates the existing $100 initial registration fee and $100 annual renewal fee for sex offenders, which previously funded the Sex Offender Management Board, Illinois State Police Offender Registration Fund, and Attorney General's sex offender awareness programs

Eliminates the existing $20 initial registration fee and $10 annual renewal fee for violent offenders against youth

Removes provisions that allowed registering agencies to waive fees for indigent registrants, as fees would no longer apply to any registrant

Takes effect immediately upon becoming law
