Amends the Video Gaming Act to protect applicants and licensees from disciplinary action for operating gaming devices that comply with Criminal Code exemptions for games requiring no payment to participate

Creates the Gaming Disparity Task Force, appointed by the Governor with 5 members, to conduct annual studies on discrimination in the video gaming industry and recommend policy changes to reduce barriers for minority business participation

Authorizes the Task Force to impose fees on terminal operators generating more than $5,000,000 in monthly net terminal income, with a portion of fees directed to minority business enterprise-owned terminal operators based on proportional minority population percentages

Expands the definition of "gambling device" in the Criminal Code to include internet-connected machines and devices with credit-removal capabilities, unless they use time-based or spin-based systems rather than revenue-based operation

Makes gambling offenses involving prohibited internet-connected gambling devices a Class 4 felony, and requires the Task Force to establish a sunset process for exempted devices contingent on video gambling authorization in municipalities over 2 million people (Chicago)
