Amends the Illinois Insurance Code Section 355.5 regarding dental coverage reimbursement prohibitions

Removes the exception that previously allowed third-party fees charged to dental care providers for automated clearing house (ACH) network claims, transaction management, data management, and portal services

Strengthens existing requirements that dental plan carriers cannot require providers to incur fees to access payment and must provide 100% of the contracted reimbursement amount

Eliminates the loophole that permitted fees from third parties "not in the control of the dental plan carrier" to be passed on to dental providers

Takes effect immediately upon becoming law
