Municipalities with 500 or more residents that own, operate, or maintain an ambulance department cannot cease operations without holding a referendum

Voters would be asked whether the ambulance department should "cease to provide emergency services and be dissolved and discontinued"

If a majority votes in favor of dissolution, a court shall enter an order discontinuing the ambulance department

Employee rights under the Personnel Code, collective bargaining agreements, and pension/retirement/annuity plans are protected and unaffected by dissolution

Limits home rule powers, requiring all municipalities including home rule units to follow this referendum requirement before dissolving ambulance services
