Creates the Illinois Moorish-American Family Commission to advise the Governor and General Assembly on improving policies, services, programs, and opportunities for Moorish-American families, children, and adults

Commission membership includes the Governor, Lieutenant Governor, legislative leaders, constitutional officers, Cook County Board President, Mayor of Chicago, and representatives from the Moorish Science Temple of America, including Grand Governors and Grand Sheiks of subordinate temples

Requires state agency members to complete training on Moorish-American culture and diversity, equity, and inclusion before the first Commission meeting

First-year appropriation must account for establishing at least one free-standing Commission office in each state representative district; Moorish-American members receive compensation equivalent to the state legislator per diem rate plus travel expenses

Commission Chairperson must deliver an annual address on the state of Moorish-Americans to the Governor, General Assembly, and Illinois Supreme Court, with administrative support provided by the Commission on Equity and Inclusion
