School boards must adopt and implement a wireless communication device policy by the 2026-2027 school year that prohibits student use of cell phones, tablets, laptops, gaming devices, and smart watches/glasses during instructional time

Policies must include guidance for secure and accessible storage of wireless devices during class time

Exceptions to the prohibition include: teacher authorization for educational purposes, emergencies or imminent health/safety threats, physician-documented medical necessity, IEP or Section 504 plan requirements, and English learners needing access to learning materials

Districts are prohibited from enforcing the policy through fees, fines, School Resource Officers, or local law enforcement

School boards must review the effectiveness of their wireless device policy at least every 3 years
