Expands pharmacist authority to dispense all contraceptives, including emergency contraception, rather than only hormonal contraceptives, pursuant to valid prescriptions or standing orders from physicians or health department medical directors

Allows pharmacists to dispense up to a 12-month supply of contraceptives, including emergency contraception, after completing required educational training and having patients complete a self-screening risk assessment

Requires Medicaid coverage for pharmacist-provided patient care services related to contraceptives (including emergency contraception), HIV pre-exposure prophylaxis, and HIV post-exposure prophylaxis at no less than 85% of the physician reimbursement rate

Mandates that pharmacist consultations for contraceptive dispensing take place in a private manner and include counseling on all contraception methods, their proper use, and effectiveness

Protects Department of Public Health employees from disciplinary action, civil liability, or criminal liability when issuing standing orders for contraceptive dispensing under this Section
