Exempts State facility construction, reconstruction, improvement, or installation projects from local government ordinances and permitting requirements, with exceptions for sanitary district rules and environmental regulations mandated by state or federal law

Requires the Capital Development Board to coordinate with local utilities on connection requirements and consult with local governments responsible for utility and fire protection services before undertaking State facility projects

Maintains the Board's obligation to compensate local governments for fair and reasonable connection, restoration, or impact costs resulting from State facility projects

Exempts municipalities with more than 500,000 inhabitants (Chicago) that have entered into comprehensive or project-specific agreements with the Board, and preserves their authority to regulate public right-of-way use including street closures and traffic control

Limits home rule units from regulating State facility construction inconsistently with the new provisions, and applies to both ongoing projects and those beginning after the effective date
