Renames the Illinois Commerce Commission's "Office of Retail Market Development" to the "Office of Retail and Renewable Market Development" and expands its mission to promote distributed renewable energy generation devices and community renewable generation projects alongside retail electric competition

Transfers administration of the Interconnection Working Group from the Commission to the new Office, with the group responsible for determining standardized Level 1 interconnection costs (capped at $200) and reporting recommendations annually rather than every 6 months

Creates new interconnection monitoring authority for the Office, including the ability to employ an Ombudsperson to oversee utility compliance with interconnection rules and resolve disputes through an informal process within 30 days

Requires the Office to employ at least 2 professionals dedicated to promoting distributed renewable energy and community renewable generation projects, in addition to the existing 2 professionals focused on retail competition

Authorizes the Office to require electric utilities to provide detailed system impact and facilities studies with itemized cost breakdowns for interconnection projects, including equipment, labor, engineering, permitting, and overhead costs
