Creates the Artificial Intelligence Safety and Security Protocol Act requiring developers who have trained foundation models costing at least $100,000,000 in computational power to produce, implement, and publicly publish safety and security protocols

Mandates risk assessment reports be published every 90 days detailing critical risks, which include threats causing death or serious injury to more than 100 people, or more than $1 billion in property damage through weapons creation, cyber-attacks, or AI systems evading human control

Requires annual third-party audits to assess developer compliance with safety protocols, with audit reports published within 90 days of completion

Establishes whistleblower protections for employees who report unreasonable critical risks to the Attorney General, and requires developers to maintain anonymous internal disclosure processes with monthly updates to whistleblowers

Authorizes the Attorney General to bring civil actions with penalties up to $1,000,000 per violation and seek injunctive relief when developer activities present imminent threat of catastrophic public harm
