Amends the Illinois Low-Level Radioactive Waste Management Act to add a new definition for "water treatment residuals," which includes biosolids, sludge, filter media, and other solids with technologically enhanced radium concentrations from treating water or sewage containing naturally occurring groundwater radium

Requires generators of low-level radioactive waste to register with the Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) within 60 days of commencing generation, and brokers must register within 60 days of taking possession of waste

Mandates annual reports from registered generators detailing waste types, quantities produced, management methods, and feasibility of alternative treatment/storage/disposal options; brokers must report waste received, shipped, and destinations

Exempts two categories of generators from registration: those storing waste with radioactive material having a half-life under 120 days for decay-in-storage (after 10 half-lives), and generators of water treatment residuals with combined radium concentration of 200 picocuries per gram or less who have registered under the Agency's water treatment residuals program

Makes registration forms and annual reports available for public inspection under the Freedom of Information Act (changed from mandatory public availability to "may be made available")
