Establishes the Nonprofit Clinical Supervision Grant Program through the Department of Human Services to provide grants to nonprofit associations for hiring licensed clinical social workers to offer group clinical supervision to social workers pursuing LCSW licensure in Illinois

Eligible nonprofit associations must be Illinois-based 501(c)(3) or 501(c)(6) organizations representing social work, mental health, child welfare, or related services, and must make supervision programs available statewide regardless of organizational affiliation

Grant recipients must submit annual reports detailing expenditures, number of social workers supervised, supervision hours completed, and program challenges and successes; the Department must submit biennial reports to the General Assembly

Increases the maximum annual grant under the School and Municipal/County Social Work Shortage Loan Repayment Program from $6,500 to $8,000 per year for qualified applicants

Expands loan repayment program eligibility to include social workers employed by Illinois counties (in addition to schools and municipalities) and removes the restriction excluding social workers who report directly to police departments
