Authorizes the Department of Natural Resources to make grants to local not-for-profit organizations for the development, management, maintenance, and study of stormwater retention ponds, adding this to existing grant authority for wetlands, forests, and prairies

Expands eligible uses under the Healthy Forests, Wetlands, and Prairies Grant Program to include funding for creation or maintenance of stormwater retention ponds on park district lands

Allows grant funding for shoreline stabilization projects that provide habitat for native plants and animals on park district lands

Amends the Department of Natural Resources Act (20 ILCS 801/1-15) and the Healthy Forests, Wetlands, and Prairies Act (525 ILCS 22/20)
