Expands the definition of "commercial purpose" under the Freedom of Information Act to include any use that furthers commercial, trade, or profit interests of the requester or person on whose behalf the request is made

Excludes from the "news media" definition any Internet sites, social media channels, or other platforms that post law enforcement videos in exchange for compensation based on the number of views

Allows public bodies to charge up to $40 per hour for personnel time spent searching, retrieving, reviewing, redacting, and reproducing audio and video records (compared to $10/hour for other records)

Reduces the free search time threshold from 8 hours to 3 hours before fees can be charged for retrieving requested records

Exempts commercial purpose requests from mandatory disclosure requirements under the Body Camera Act for footage flagged due to complaints, firearm discharge, use of force, arrest/detention, or death/bodily harm
