IL HB3519

Amends the Illinois Procurement Code by adding Section 20-17 to establish "continuous improvement procurements" aimed at promoting broader inclusion of small and diverse firms

Allows State agencies and public institutions of higher education to request that certain procurements be designated as continuous improvement procurements

Requires resolicitation of designated services no sooner than every 6 months, but at minimum annually during the contract term

Protects vendors awarded during the initial solicitation, allowing them to remain through the full award term unless they voluntarily choose to be removed

Mandates that the same evaluation criteria from the initial publication must be used for all subsequent resolicitations
