IL HB3522

Establishes the Public University Direct Admission Program, requiring the Board of Higher Education to automatically offer general admission to qualified Illinois high school seniors and community college transfer students at participating public universities and community colleges

Participating public universities (including University of Illinois at Springfield, Southern Illinois University, Chicago State, Eastern Illinois, Governors State, Illinois State, Northeastern Illinois, Northern Illinois, and Western Illinois) must submit their GPA standards for admission to the Illinois Student Assistance Commission by March 1 annually

Community college transfer students qualify for direct admission to public universities if they are enrolled at an Illinois community college, have earned at least 30 graded transferable semester hours, and meet the university's minimum GPA requirement

Prohibits application fees for students applying through the direct admission program and requires schools to obtain written or electronic consent from students (or parents/guardians for those under 18) before sharing direct admissions information

Mandates the Board of Higher Education to submit reports to the Governor and General Assembly by August 1, 2029 and annually thereafter, evaluating the program's impact on enrollment of low-income students, students of color, first-generation students, and students from rural areas
