Establishes a "Heat Decarbonization Standard" requiring natural gas utilities to reduce greenhouse gas emissions by 20% by 2030 (relative to 2020 levels), increasing 4 percentage points annually until reaching 100% reduction by 2050

Prohibits gas utilities from extending service to new locations after June 30, 2028, with exceptions for emergency backup power and certain commercial facilities like hospitals, restaurants, and laboratories

Sets emissions standards for new furnaces, water heaters, and boilers beginning January 1, 2027, with zero-emission requirements for these appliances starting January 1, 2030

Requires gas utilities to file biennial infrastructure plans aligned with decarbonization goals, phases out gas fixed charges by January 1, 2035, and mandates new energy efficiency programs achieving at least 1% annual savings by 2029

Creates a statewide navigator program to help residents access electrification services, weatherization, and federal/state incentives, with at least 40% of funding dedicated to equity investment eligible communities
