Amends the Motor Fuel Tax Law to temporarily shift Transportation Renewal Fund allocations for highway-related projects from Fiscal Year 2026 through Fiscal Year 2030

Reduces the State Construction Account Fund share from 60% to 40% during the five-year period, with funds used for state highway construction and maintenance contracts awarded by the Department of Transportation

Increases the local distribution share from 40% to 60% during the same period, directing more funding to municipalities, counties, and road districts across Illinois

Returns to the original 60% state/40% local split beginning in Fiscal Year 2031

Takes effect immediately upon becoming law
