Creates the Care for Retired Police Dogs Program within the University of Illinois system to fund veterinary care for retired police dogs that served 5 or more years (or 3+ years if injured in the line of duty)

Caps annual veterinary care reimbursements at $1,500 per dog for former handlers or adopters, with unused funds not rolling over to future years

Requires the University of Illinois Board of Trustees to contract with a 501(c)(3) nonprofit organization to administer the program, selected through a competitive grant process

Funds the program through the existing Illinois Police K-9 Memorial Fund, which receives revenue from Illinois Police K-9 Memorial specialty license plates ($25 per original issuance and $25 per renewal)

Allows up to 10% of appropriated funds annually for the nonprofit's administrative expenses, including salaries and benefits
