Redirects penalty fees collected for violations of the Rivers, Lakes, and Streams Act from the State Boating Act Fund to the Water Resources Fund

Redirects permit application fees (up to $5,000 per application) from the State Boating Act Fund to the Water Resources Fund

Funds deposited in the Water Resources Fund may be used for purposes authorized under Section 59.14 of the Environmental Protection Act, rather than for the Department of Natural Resources' ordinary and contingent expenses

Moneys deposited into the Water Resources Fund under this Act are protected from administrative charges or chargebacks unless otherwise authorized
