Caps background check fees at the lesser of actual cost or $20, and requires landlords to waive the fee if the applicant provides a background check conducted within the past 30 days

Prohibits landlords from charging move-in fees or application processing fees at the beginning of a tenancy (with an exception for nursing home entrance fees)

Establishes a 5-day grace period before late fees can be charged, with late fees capped at $10 for the first $1,000 of rent plus 5% of any amount exceeding $1,000

Prevents landlords from renaming fees to circumvent these restrictions

Declares any lease provisions attempting to waive these tenant protections void and unenforceable as against public policy
