Prohibits naming minors (persons under 18) as defendants in eviction complaints, unless the minor has been legally emancipated under the Emancipation of Minors Act

Requires dismissal of the entire eviction case against all defendants if a minor is named as a defendant at the time of filing

Mandates immediate sealing of any eviction case dismissed due to naming a minor as a defendant

Entitles minors who are willfully and wantonly named as defendants to reasonable attorney's fees, actual damages, and $1,000 in liquidated damages

Allows plaintiffs to refile eviction actions against properly named defendants after dismissal, but courts cannot waive refiling fees
