Prohibits Illinois state agencies from using automated decision-making systems (AI, algorithms, machine learning) without continuous meaningful human review when the system affects public assistance benefits, civil rights, safety, welfare, or statutory/constitutional rights

Defines "meaningful human review" as oversight by trained individuals who understand the system's risks and limitations and have authority to approve, deny, or modify any automated decision

Requires state agencies to conduct impact assessments before deploying such systems and at least every 2 years thereafter, including testing for accuracy, bias, discrimination, cybersecurity vulnerabilities, and privacy risks

Mandates that agencies cease using any automated decision-making system found to produce discriminatory or biased outcomes

Protects state employees by prohibiting the use of automated systems from resulting in discharge, displacement, reduced hours/wages, or transfer of existing duties from human workers to AI systems
