Limits school boards to a one-time emergency contract (maximum 3 months) with third-party providers for non-instructional services currently performed by employees or union members, when there is a health or safety threat to students or staff

Defines "emergency situation" as a sudden and unforeseen event or change in circumstances requiring immediate action

Requires school boards to meet all obligations under the Illinois Educational Labor Relations Act before entering into such emergency contracts

Mandates that if a school board attempts to enter into more than one such emergency third-party contract during a school year, it must obtain mutual agreement from the affected collective bargaining unit(s)

Takes effect immediately upon becoming law
