IL HB3581

Expands the existing McHenry County township dissolution law to apply to all Illinois counties under township organization, allowing any township's board of trustees to submit a dissolution referendum to voters or electors to petition for dissolution

Requires mandatory abolition of road districts with less than 15 centerline miles of roads statewide, expanding a requirement that previously applied only to Lake County and McHenry County; repeals the permissive abolition provision for small road districts

Transfers all property, assets, personnel, liabilities, and obligations of dissolved townships and road districts to the county, which must use transferred funds solely for the benefit of residents within the former township's geographic boundaries

Limits county property tax levies in dissolved township areas to no more than 90% of what the dissolved township previously levied, with Motor Fuel Tax funds redirected to the county (or to municipalities that assume road district responsibilities)

Takes effect immediately upon becoming law
