Requires child support obligors to annually notify the obligee in writing if their adjusted net income has increased by 10% or more based on their most recent federal tax return

If an obligor fails to provide required income increase notification and the obligee files a petition to modify child support, the court must treat that failure as a substantial change in circumstances

Courts must award attorney's fees and costs to the obligee when the obligor failed to provide the required income notification and a modification petition is filed

Applies to federal tax returns filed on or after the effective date of the Act

Takes effect immediately upon becoming law
