Creates a new Pet Insurance Article in the Illinois Insurance Code establishing a regulatory framework for pet insurance policies sold, issued, or delivered in Illinois

Requires pet insurers to disclose coverage exclusions (preexisting conditions, hereditary disorders, congenital anomalies, chronic conditions), waiting periods, deductibles, coinsurance, policy limits, and whether premiums increase based on claim history, pet age, or location changes

Grants applicants a 30-day free-look period to examine and return the policy for a full premium refund if not satisfied, provided no claim has been filed

Limits waiting periods to a maximum of 30 days for illnesses or orthopedic conditions not resulting from accidents, and prohibits waiting periods for accident coverage entirely

Prohibits marketing wellness programs (non-insurance subscription services for general pet health) as pet insurance, and requires wellness programs sold alongside pet insurance to have separate costs, terms, and non-duplicative coverages
