Removes Illinois's moratorium on constructing new nuclear power reactors with nameplate capacity exceeding 300 megawatts

Eliminates the requirement that the Illinois Emergency Management Agency and Office of Homeland Security certify that the federal government has identified and approved technology for disposing of high-level nuclear waste before new large nuclear plants can be built

Removes the provision allowing construction of new large nuclear reactors only if specifically approved by statute enacted by the General Assembly

Currently, reactors of 300 megawatts or less (small modular reactors) were already permitted starting January 1, 2026 under existing law; this bill would allow reactors of any size without the federal waste disposal certification requirement
