Prohibits carbon sequestration activities within any sequestration facility that overlies, underlies, or passes through a sole-source aquifer in Illinois

Defines "sole-source aquifer" as an aquifer designated by the U.S. EPA under the federal Safe Drinking Water Act, including upstream areas and project review areas identified by the EPA

Amends the Environmental Protection Act (Sections 59 and 59.5) to add this new prohibition to existing carbon sequestration regulations

Takes effect immediately upon becoming law
