Amends the Grant Accountability and Transparency Act (30 ILCS 708/65) to expand oversight requirements for State grant funds

Subjects all subcontractors and subrecipients who receive State grants, whether directly or indirectly, to the full provisions of the Act

Extends auditing authority by the Auditor General to cover subcontractors and subrecipients of State grant funds

Applies transparency provisions of the Act to all entities in the grant distribution chain, not just direct recipients
