Director of Corrections must establish a canine unit pilot program for contraband screening using leashed dogs trained to detect illegal drugs in mail sorting and screening areas at correctional facilities housing 100 or more inmates

Drug detection dogs may only be used in mail sorting and screening areas, not for direct screening of inmates or visitors

Department of Corrections must establish rules covering canine unit operations including: chain of command, handler assignments and selection, handler uniforms, shift schedules, canine training, equipment, transportation, veterinary care, and canine placement after retirement from service

Rules must also address the supply of contraband drugs to handlers for training purposes and evaluation standards for both handlers and canines in drug detection performance
