Creates the Adaptive Kindergarten Readiness Pilot Program, to be established by the Secretary of State by July 1, 2026, providing preschool children ages 4-5 with access to educational technology programs using family engagement to improve kindergarten readiness

Reserves 70% of program seats for eligible children from households with income at or below 200% of the federal poverty level or whose primary household language is not English

Requires the selected provider to be a 501(c)(3) nonprofit with at least 3 years of experience, offering multi-sensory reading tutoring aligned with state preschool standards and meeting federal Tier 1 program requirements under the Every Student Succeeds Act

Mandates that participating children from households with income at or below 400% of the federal poverty level receive free computers/tablets and internet access for the duration of their participation

Requires a report to the Secretary by July 1, 2027 on program effectiveness, participation demographics, software usage frequency, and kindergarten assessment performance; the Act repeals on January 1, 2028
