Guarantees in-state tuition rates at Illinois public colleges and universities for students whose parent is an active military member stationed in Illinois at the time of enrollment

Protection applies for the entirety of the student's enrollment, even if the military parent is later reassigned and relocated outside of Illinois

Student must reside with the active military parent in Illinois when enrolling, registering, or submitting an enrollment deposit

Amends the Public Higher Education Act by adding new Section 13
