Expands eligibility for Urban and Community Forestry Assistance grants to allow Illinois not-for-profit corporations to apply independently, not just as co-applicants with local governments

Adds new definitions including "public trees," "public tree inventory," and "underserved or disadvantaged" communities (using USDA Forest Service criteria for federal grant purposes)

Requires Urban and Community Forestry Management Plans to be based on public tree inventories less than 10 years old and establishes that grants should support Illinois Forest Action Plan objectives, local forestry management plans, and building tree canopy in underserved areas

Removes the previous 50% cost-match requirement and 5% single-grant cap, replacing them with flexible matching requirements as specified in individual funding opportunity notices

Designates two additional State Forests: Lowden-Miller State Forest in Ogle County and Spoon River State Forest in Knox County
