Expands opioid overdose reporting requirements from only municipalities with populations of 1,000,000 or more to all licensed vehicle service providers statewide

Broadens the definition of covered personnel to include PHRNs (Prehospital Registered Nurses), PHAPRNs (Prehospital Advanced Practice Registered Nurses), and PHPAs (Prehospital Physician Assistants) in addition to EMTs and Paramedics

Shifts responsibility for reporting overdose data to the Washington/Baltimore High Intensity Drug Trafficking Area Overdose Detection Mapping Application from individual providers to the Department

Strengthens privacy protections by prohibiting use of overdose data for criminal investigations, prosecutions, welfare checks, or warrant checks against treated individuals, and bars submission of any personally identifying information to surveillance platforms

Requires the Department to partner with harm reduction providers, local health departments, and law enforcement to develop evidence-based overdose prevention strategies and monitor system effectiveness
